MAPPING OUT DIALOGUE PROSPECTS FOR 2022

Prospects for a successful and timely conclusion of negotiations between Belgrade and Pristina remain bleak. Recent tensions over car plates in the north of Kosovo and various discouraging statements by politicians in Kosovo and Serbia suggest the continuation of the dialogue will not be straightforward. Both sides remain firmly entrenched in their positions: Kosovo demands the talks be about mutual recognition, while Serbia insists on implementing all old agreements, particularly on the Association/Community of Serb Majority Municipalities, before addressing new issues. On February 4-5, 2022 in Belgrade, Serbia, the Council for Inclusive Governance, in cooperation and with the support of the Swiss Federal Ministry of Foreign Affairs, organized a discussion for a group of analysts from Serbia and Kosovo on the course of the dialogue in 2022 and on potential options that should be considered to bring the two sides closer.
